No Charity/Priority is believers?

don’t buy this idea at all.
what about all of God’s commands to the Israelites to treat foreigners well? they wouldn’t have been necessarily worshipers of Yahweh, yet the Hebrews were commanded to make them welcome and show them the same courtesy as each other, which i’d argue would include charity for those down on their luck.
that the Hebrews didn’t do this as much as God wanted was a cause of some of His judgements later on. i’m sure someone who is a bit more encyclopedic with their knowledge of locations of Bible verses will be able to supply some verses.
as God does not change, and causes the rain to fall on the just and the unjust, i am quite certain He would care just as much for our modern day “foreigners” too, ie, unbelievers.
and this without the agenda of “converting” them.
