It is my understanding that “gentile” is a collective noun, designating a nation. So “gentile” = “nation.” It also means that there is no such thing (properly) as a gentile.

As I understand it… the nations are logically outside the City but walking in the light emanating out from the City. ‘The City’ is analogous of God’s covenant community i.e., those call and thus saved to serve.
Being IN the City has nothing to do with having gotten into heaven post mortem, but is indicative of those IN the service of God ministering His grace to those beyond – to those walking in the light emanating out from the City.
Perhaps the City is the abode of the Overcomers.
Pretty much, though I see the City as the hub of the Kingdom… thus those “outside” are only outside with regards to the call of service NOT outside the grace of God, be they aware of it or not.
