Strive IN
does the << IN man>> indicate, denotes that the people where believers (and had the holy spirit in them) ?

There are scriptures elsewhere indicating that the Holy Spirit strives even in people who are not completely loyal to God yet.
But the preposition there in Hebrew is too indefinite to really base much technical theology off. I don’t recommend worrying about it: it’s flexible enough for pretty much any Pneumatology to hold a position with it. (Except maybe one where God’s Spirit never has anything at all to do with men, which no Christian theology I’m aware of accepts.)
