It doesn’t matter which, since it is God’s intention that all should have lasting life. This won’t happen by God’s power alone, since man has free will and can continue to reject God for as long as he pleases. However, God’s persistence is much greater than the most stubborn man’s will, and will outlast that will until the man surrenders. Thus eventually all will have submitted to God of their own free will.
